OPEN MEETING
Lodi Township Board of Trustees meeting opened with the pledge of allegiance to the flag followed by a moment of silence in honor of all the men and women that lost their lives in New York, Washington D.C., and Pennsylvania on September 11, 2001.
ATTENDANCE
Present: Godek, Masters, Foley, Crowner, Rentschler, Attorney O’Jack, November Freece from ALNM, Gary Elling from Washtenaw County Drain Commissioner’s Office and 24 citizens. Absent: Lindemann, Solowczuk.
REPORTS
Moved Rentschler, second Crowner to approve the September 14, 2001 minutes. Carried. Other reports received were from the Treasurer, Sheriff Department and zoning inspector.
PUBLIC COMMENT
A resident requested that a portable microphone system be put back on the unfinished agenda for use during boards meetings. A question concerning the firemen that were hired and whether physicals were required. (They have to pass physicals biannually.)
APPROVE AGENDA
Moved Masters, second Rentschler to approve the agenda with the following changes: moved Deppmann Drainage district to the first item under unfinished business and adding several bills received after the report was printed. Carried.
UNFINISHED BUSINESS
DEPPMANN DRAINAGE DISTRICT
John Klumpp presented a historical briefing on the drainage problems surrounding Deppmann Lake. County Drain Commission went through steps to set up a drainage district. Discussion on the culvert put in too high under Saline Waterworks Road and the Road Commissions responsibility to correct. Godek will talk with the Road Commission about the culvert on Saline Waterworks Road. Suggestion made to contact the property owners where ditches need opening and see if they are willing to do that work themselves without setting up a drainage district. The board took no action. The project has been put on hold at this point.
ELLSWORTH ROAD TRIANGLE
Much discussion held on possible solutions to the septic problems. The solution was sent back to the residents to again contact Pittsfield Township for sewer hook up for a minimum of 6 houses and possible maximum number of houses currently within the triangle and exclude any possible additions.
BAUER – NEXTEL TOWER
The application for Special use was approved in August 14, 2001 Lodi Township Board meeting. However, the application shows the incorrect parcel number where the tower will be located. The mailing sent from the township office showed the correct parcel. Moved Masters, second Foley to correct the parcel number on the Special Use Application. The correct number is 13-31-400-002. Carried. Moved Rentschler, second Crowner to approve the final site plan for the Nextel Tower on Eldean Bauer property, Lodi Township Parcel Number 13-31-400-002, upon receipt of permits as needed. Carried.
FIRE ORDINANCE ENFORCEMENT
Lodi Township needs to establish with the Saline Area Fire Department and Washtenaw County Sheriff Department procedures on issuing citations for unauthorized burns.
FIRE 101 WORKSHOP
Moved Masters, second Crowner to approved Godek to attend the Fire 101 Class at a cost of $75. Carried.
SHERIFF CONTRACT
Attorney O’Jack presented language that he feels needs to be included into the sheriff contract.
Washtenaw County Services Contract Lodi Township
Assignment of Supervision. The parties agree that the Sheriff will provide supervision over PSU’s assigned to the Township. It is the Sheriff’s intent to assign a sergeant to work in the Township once the Township contracts for a minimum of six (6) PSU’s and to assign and additional sergeant for every six (6) PSU’s for which the Township contracts thereafter; provided however, the Sheriff retains complete discretion to determine the assignment of sergeants or any other supervisory personnel. Furthermore, should one or more Townships, villages, cities, or entities enter into a partnership together with regard to these services, then the Sheriff shall combine all PSU’s contracted for by each entity to determine the number of sergeants to be assigned to work in those entities.
Moved Masters, second Foley to sign the contract with the above provision included. Carried. Moved Masters, second Crowner to sign the contract as presented if the county will not include the above provision. Carried. (Side note: The county added the provision)
HOME OCCUPATION TO PLANNING COMMISSION
Moved Crowner second Foley to send a request for a home occupation at 2050 Wagner Road to the Planning Commission for review. Carried.
DONATION OF COMPUTER CPU
Computer CPU is no longer in use by the township. It was the old QVF computer. The hard drive was reformatted, so all township information was deleted. Moved Godek, second Crowner to donate the CPU to the Saline Community Fair, a 501(c)(3) organization. Carried.
TRAILER PERMIT
Trailer permit for Scofield on 7273 Dell Road is in compliance, however we are still waiting for copies of their permits.
MANUEL CASTRO – DELL ROAD
Mr. Castro formally owned property on Dell Road with a junk car and other debris left from building. Moved Masters, second Crowner to have deputy issue a ticket to Castro for the car. If deputy will not issue the ticket, then Mr. O’Jack is to send letter stating we will pursue the removal of the car and debris in circuit court. Carried.
CHARTER TOWNSHIP
Moved Foley to resolve that Lodi Township not become a charter township at this time. Second Crowner. Roll Call vote. Yea: Rentschler, Godek, Foley, Crowner, and Masters. Nay: None. Absent: Lindemann and Solowczuk. Resolution adopted.
PAYMENT OF BILLS
Moved Foley, second Crowner to pay the bills. Carried.
PUBLIC COMMENT
None
CLOSED SESSION
Moved Masters, second Godek to go into closed session to discuss pending litigation at 10:03 p.m. Carried.
OPEN SESSION
Moved Masters, second Crowner to return to open session at 10:16 p.m. Carried.
Discussion held on having the planning commission remove schools from agriculture zoning.
Need to amend the budget mainly because of the Ellsworth Triangle engineering fees. Moved Masters to take $3,000 from uncategorized expenses 999999 and add to 101440:447 engineering services. Carried.
Moved Masters, second Godek to have Mr. O’Jack send his ideas concerning Grammatico passed Don Pennington and bring them back to the board next month. Carried.
No other business to be brought before the board, the meeting adjourned at 10:30 p.m.
